As technology has progressed new tools have becomernavailable which can be used to provide assistance to managersrnand controllers in the process of handling an incident. To daternthese tools have tended to address specific problems requiringrna number of different tools to be used to deal with an incidentrneffectively. Technology advances now allow all the tools tornbe integrated into a single system and together with the use ofrn‘Intelligent software’ can enable considerable improvementsrnin effectiveness to be achieved.rnThis paper provides an explanation of the current state ofrntechnology relating to the design and use of these integratedrn‘Crisis Management/Incident Response’ systems and howrnthey, together with the use of ‘Intelligent’ software, canrneffectively be used to:rn1. Reduce the operational risk by providing:rno Simulation and training systems which allowrnhighly realistic training to be undertaken atrnthe time and place convenient to therncompany or studentrno Intelligent monitoring systems whichrnprovide a fully automatic and consistentrnlevel of supervision to operatorsrn2. Minimise effects of serious events by:rno Providing systems which provide and assistrnin administering all information, facilitiesrnand decisions required for dealing with arnsuch an eventrno Using intelligent systems to filter thernamount of information, provide assistance inrndecision-making and automate processesrnthroughout the incident response process.rnAn example of how such a system can be implemented torndeal with a scenario such as an oil spill occurring on anrnoffshore platform is included. The example shows that thernintegration of the training, control and event managementrnsystems is a relatively easy process and that by doing so manyrnof the goals of previous systems can now be achieved offeringrnthe possibility of significant improvements in the managementrnof the overall operation and in the event of an incidentrnoccurring.
