THE EFFECTIVENESS OF FEDERAL REGULATION ON AIRCRAFT NOISE: A CRITICAL REVIEW

The regulation of aircraft noise in the United States has fallen far short of what we need tornachieve in order to increase airport capacity. The federal government has ignored the lessonsrnof other environmental regulatory regimes that have worked reasonably well and instead hasrnpermitted an industry to largely regulate itself – the only major polluting industry in thernUnited States that still is allowed to do so.
