Muddy coastline protection is a difficult issue because there are manyfactors influence in the causes of coastal erosion. Although manyresponsible government units recognize the problem and support thesolution continuously, the lack of integration between the stakeholders'plan results in the ineffective erosion protection. The objective of thisstudy is to analyze stakeholders of coastal erosion protection plans byconsideration of the effective of coastal structures responsible bygovernment units in the study area along the coastline of ChachoengsaoProvince, Thailand. Existing coastal structures were surveyed includinglow-crested revetment, sand filled geotextile container, and bamboofencing. Principal Government Sectors responsible for each type ofstructure were interviewed including the Marine Department, theDepartment of Marine and Coastal Resources, the Department of Publicworks and Town & Country Planning, the Ministry of NaturalResources and Environment, and the Local government. Theadvantages and shortcomings were assessed by collecting data ofcoastal physical, environmental and socio-economic information.Public participation was organized by formal meetings andquestionnaires to evaluate the opinions of coastal communities. Thefinal effective solution of the muddy coastline protection is anintegration of low-crested revetments and sand filled geotextilecontainer with bamboo fencing as an optional coastal protection. Lowcrestedrevetments suit for estuary and community area. Topping up thesand filled geotextile container with rocks is similar to low-cresteddetached breakwater, so it can be constructed along the muddycoastline to reduce wave energy as the first row of defense. Bamboofencing can apply to areas where slight erosion occurred. It helps notonly to reduce wave energy, but also to promote sedimentation. Thus, itis more effective if bamboo fencing is built in front of mangrove forest.The coastal protection will be more effective if relevant governmentunits have participated and solved the problem in the same direction.
