Welded steel moment resisting frames with non-ductile beam-column connections are common among high rise buildings and have been studied at length. What is often under-emphasized is the effect that non-ductile column splices may have on the expected seismic performance and collapse potential. There is also room for improvement in common approaches to improving these buildings that leverages detailed nonlinear response history analysis to foster effective yet economical retrofit design. This paper is a case study on a 17-story office building constructed around 1975 and which has recently been retrofitted. Details of the analysis and subsequent design are discussed noting discoveries that were somewhat surprising. Illustrations of the design approach and the effect of the retrofit are shown.
