Assessing the Condition of OCSD’s 20-Year Old Ocean Outfall Piping System Using State of the Nondestructive Testing Techniques

The Orange County Sanitation District (OCSD, District) is implementing Project No. J-112: the Ocean Outfall Land Section and Ocean Outfall Booster Pump Station (OOBS) Piping Rehabilitation Project (Project). The Project consists of inspection, condition assessment, rehabilitation of corrosion damaged areas encompassing the OOBS piping system from the pump station wetwell to a surge tower and the ultrasonic meter probes located in the two decommissioned metering vaults, and repair of pipe couplings in the above ground portion of the outfall piping. This paper describes the comprehensive inspection and testing program and findings of the condition assessment of the piping system that was performed in 2010. The condition assessment provided the basis for determining the nature and extent of the corrosion damage that has occurred in the piping system during the 21 years of service and developing rehabilitation solutions to address the system’s corrosion deficiencies in a future construction project. Recommended solutions are then described.
