This research-in-progress paper presents an action research study of the design and use of fleet managementrnsystems. Specifically designed to support road haulers, this type of system can enable the management of routesrnand drivers, control of vehicle costs, and handling of service and administrative schedules. In the presentrnsituation, however, the ability of small road haulage enterprises to make use of fleet management systems isrnrestricted in two separate ways. First, systems offered by truck companies support their own brand only.rnSecond, contractors of haulers develop systems intended to reinforce their information advantage relative tornsmall, local road haulage enterprises. This research is expected to contribute with knowledge on the designrnand use of fleet management systems addressing the lock-in effects experienced by today’s road haulagernenterprises.
