Through the detailed analysis, the advantages and disadvantages of the fault tree analysis (FTA) and MOND respectively are pointed out and the idea of the joint application of FTA and MOND is proposed. That is to adopt the whole frame of MOND during the concrete process of combustible, explosive, poisonous material production. At the same time, as choosing the numeral of the risk coefficient of the specific single factor, the “adoption coefficient” should be determined according to the analytical result of FTA within the scope of “suggestion coefficient”. First, it is to ascertain the structure importance of different basic event through FTA. Then, the numeral of dangerous coefficient of MOND should be chosen according to the order of structure importance of each basic event in safety evaluation. So the random of safety evaluation is reduced and the result of safety evaluation is improved scientifically and rationally.
