For improving the learning quality, the higher education institutions use the Teaching Quality Assessment(TQA) system to realize the teaching effectiveness via collecting the students' feedbacks. How to correctly use the TQA to indicate the teaching effectiveness is the main research challenge in this time. In this paper, we proposed a TQA System based on Analytic Hierarchy Process Fuzzy Comprehensive Evaluation method (AHP-FCEM) to find the deeper meaning from the TQA data, The TQA system can transform the subjective scoring into quantitative analysis automatically. The AHP-FCEM ensured the accuracy and efficiency of the quantitative analysis. The steps of AHP-FCEM include determining the evaluation index system, establishing the evaluation set, calculating the evaluation index weight, establishing the comprehensive evaluation matrix and calculating the comprehensive score. Our TQA system was implemented by Python, HTML5 and Django MVC framework. However, our approach are still limited by the TQA moment to only represent the short-term effect.
