Study on the pothook policy of urban construction land increase and rural residential land decrease-taking the Qionglai Town in Chengdu for an example

Since 2003, it is hot spots of the land management to conduct researches on the hook policy of urban construction land increase and rural residential land decrease, which is also one of the effective means to improve the quality of arable land, make the economical and intensive use of land for construction, promote the urbanization progress. This paper explores the concept of hook policy, the policy background and the significance of urbanization. Meanwhile, the Linji town is a small town in Qionglai, Chengdu and is taken for an example to analyze the operation mode of the pilot area on the basis of the field survey. The deficiencies are also found out in the implementation of the hook policy. Finally, some countermeasures are proposed to realize the rational and effective use of the land and promote the urbanization of third-tier towns.
