For various reasons, that segment of the population in a period of drastic social transition has lost favorable development conditions, they share in our society the population of small but increasingly becoming a major social development issues. Analysis, concern about and seriously address the reform of "vulnerable groups", it is in fact has become a deepeninsing and unavoidable questions. This starting from the problems of vulnerable groups in China at present, analyses the specific reasons, thereby addressing vulnerable groups benefit from a Government probe.
