It is essential to define and interpret the connotation of low-carbon development in a timely, clear and complete manner. With a view to seek the appropriate and simultaneous elevation of economic value and ecological value of environmental resources, interpretation on the connotation of lowcarbon development is defined inevitably, based on the basic values and concepts of sustainable development.
