Based on the model of mobile pollutant emissions, environmental factors are embedded into a traffic assignment model in this study. Basic requirements for modeling are put forward considering urban environmental traffic capacity (ETC), while the countermeasures for link impedance function modeling including environmental factors are proposed. Applying the variational inequality theory, a multi-modal mixed traffic assignment model considering urban ETC is established. The numerical example demonstrated that the link equilibrium flow of various mobile vehicles considering environmental factors is different from that without considering environmental factors. When considering environmental factors, those links with high free-flow speed and heavy traffic are not to be chosen by midsize vehicles and mini vehicles, because large quantities of pollutants are emitted when these vehicles pass through; there is no traffic regardless of whether the environmental factors are considered or not in low-grade (low free-flow speed and small capacity) links.
