Nowadays, Picture Archiving and Communication System (PACS) is a more popular application for medical imaging communication among doctors and storages, which is one of increasingly popular telemedicine. A constraint of PACS communication is defined as that a one-way direction of each picture should be displayed on a workstations viewing within an acceptable time period e.g. 5 seconds. In order to support this requirement for Telemedicine, the private network e.g. high speed leased-line is implemented for network connecting. However, it is much more expensive to establish such a network for covering the entire Thailand area. Therefore, Telemedicine should b~implemented over the Internet where many users share the same resource. Traffic Engineering is needed to improve the quality service for Telemedicine. In order to support TE, PACS characteristic through the lnternet and lnternet traffic pattern are necessary to study in term of time-delay. This helps TIE to make correct decisions and give a better QoS performance. Therefore, this paper presents Characteristic of PACS and Internet traffic based on the term of time-delay due to such PACS constraint. PACS flows sent via the Internet are represented in form of the packet size, the duration and the packet arriving rate. PACS traffic characteristic in the biggest hospital in Thailand is also presented. Additionally, Internet traffic pattern of Three ADSL Operator in Thailand is measured in term of time-delay.
