Financial Implications for Existing Coal Fired Power Stations: Meeting Emissions Scenarios and Stakeholder Expectations

The financial implications for coal coalfired power stations in Asia of reducing atmospheric fired emissions (nitrous oxides, particulates, sulphur dioxide, mercury and carbon dioxide) were assessed. Alternative emissions scenarios were developed through a review of World Bank standards and of existing and future regulations in Asia, Europe and USA. The financial assessment was conducted using a simple investment model designed to determine indicative returns and to assess the relative financial impact of the scenarios. Thermal conversion and post postcombustion emission abatement technologies were se -combustion selected to meet the emission lected standards for each scenario. Despite good apparent rates of return, some investors in Asia are unwilling to commit funds for a number of reasons including the comparable returns offered by investments in renewable energy and st stakeholder expectations. This suggests that there are akeholder fundamental issues associated with financing emissions abatement programmes at existing power generation assets. Furthermore, this highlights the need for alternative approaches to bring about a downward trend in atmospheric emissions from such sources.
