Modeling of Passenger Transportation Problem in Railway Investment Decision-Making System

With entering into market economy, Chinese Railway has made out its new development strategy for next decade. Especially entering into "10th Five-Year-Plan", State emphasizes the investment on passenger transportation, such as improving the travel speed of passenger train, building brand-new passenger dedicated lines and high-speed passenger line. How to make decisions and evaluate these passenger transportation projects, how to let the existing railway investment decision-making system meet the needs of the new strategy, and how to model the passenger transportation problem into the existing system and solve passenger transportation related problem, etc. should be settled and answered urgently by the railway planners. This paper focuses on this problem, analyzes several aspects when modeling passenger transportation problem, and then gives the solution.
