In a previous European Union ESPRIT project IMPROVE, a framework for the multilevel hierarchical voltage control of large-scale high voltage transmission systems was established. THis fundamental research has now resulted in two installed systems designed to demonstrate and achieve the promised benefits of hierarchical voltage control. This paper reports the technical detail of the hierarchical voltage control system and reports on the new systems installed in Italy and Spain. Special attention is given to the related THERMIE project which has objectives of proving quantitatively that the new control systems save energy. The experimental methodology to be used in the important monitoring phase which is now to commence, following the successful installation of the new control systems, is outlined.
