NATIONAL DEFENSE CENTER FOR ENVIRONMENTAL EXCELLENCE DEPARTMENT OF DEFENSE FUEL CELL TEST AND EVALUATION CENTER (FCTEC)

The Department of Defense (DoD) Fuel Cell Test and Evaluation Center (FCTEC) is located in Johnstown, PA at Concurrent Technologies Corporation's (CTC's) Environmental Technology Facility (Figure 1). The FCTEC is a National Resource for the independent, unbiased testing and validation of fuel cell power plants for military and commercial applications. The FCTEC was established through a collaborative effort between the U.S. Army Corps of Engineers Construction Engineering Research Laboratory (CERL), which is an element of U.S. Army Engineer Research and Development Center (USAERDC), and Concurrent Technologies Corporation (CTC), through CTC's National Defense Center for Environmental Excellence (NDCEE). FCTEC's primary goal is to significantly accelerate the development and commercialization of fuel cell power plants. The NDCEE has built the capability for independent demonstration and validation of complete fuel cell power plant systems up to a 300 kW rating. The FCTEC became fully operational in January 2000. It is planned to operate FCTEC in support of testing for ongoing fuel cell development and life cycle cost reduction. The FCTEC will provide complete services to government and industry for planning, designing, and conducting tests that result in evaluations and recommendations relative to performance, emissions, reliability, operability, maintainability, and overall life cycle costs of the power plant system or subsystem component. The Center will significantly accelerate the development of fuel cell power plants through the expert evaluation of components and systems by a staff experienced in fuel cell operations, the use of state-of-the-art equipment, and carefully controlled testing strategies at full production scale.
