An iterative reconstruction algorithm for three-dimensional (3-D) microwave tomography for a lossy object using time-domain data is presented. The calculations of both electromagnetic fields and adjoint fields in the time domain are carried out efficiently using the finite-difference time-domain (FDTD) method. Numerical calculations show that the algorithm can image simultaneously the permittivity and the conductivity of a 3-D object surrounded by a lossless background medium
