THE ASSET MANAGEMENT PROMISE:SEVEN STEPS TO REDUCE OM COSTS THROUGH CAPITAL INVESTMENT

The City and County of Honolulu Department of Environmental Services (Department) owns and operates seven of the eight wastewater treatment plants on the island of Oahu, Hawaii: Honouliuli Wastewater Treatment Plant (WWTP), Waianae WWTP, Wahiawa WWTP, Sand Island WWTP, Kailua WWTP, Kahuku WWTP, and Pa’alaa Kai WWTP. The Department seeks to improve the cost-effectiveness of the Capital Improvement Plan (CIP) and operations and maintenance of the wastewater facilities that they own and manage. In order to accomplish this, the Department is implementing an Asset Management Program that integrates CIP decisions regarding project need and timing with decisions regarding on-going maintenance repair and replacement. The Program will comply with the new Government Accounting Standards Board Directive No. 34 (GASB 34), and the associated need for an accounting of the condition of existing wastewater assets and value of existing facilities. The Program will also establish a sound basis for budgeting on-going maintenance to achieve the targeted level of service (LOS) and operating performance.
