Establishing an Operational Safety Culture in A Small Aviation Organization, and The

Going back to my main objective for today, I would like to conclude my presentation with the following thoughts: You don't need large amounts of money or a large safety organization to operate safely and implement a safety culture. Attitude is what counts. Being imaginative helps a lot. Searching for the information and becoming a knowledge leader in certain subjects keep small airlines or flight departments "in the loop" and updated. Of course, it all starts at the top. If top managers are not convinced, it's difficult to start a change. A lot of work also has to be done with the front-line employees, building their trust, praising them for their achievements, and ensuring good communication. This definitely will increase their commitment, and therefore improve safety. Having managers (or managing pilots if it's the case) directly doing training or presentations to the front-line employees really helps. Small aviation departments have to take advantage of their size. One of the best advantages a small organization has, compared with a large airline, is its ability to react very easily to recommendations or programs. Large organizations normally need to go through long processes of approval and implementation, while small ones can implement a program without going through complicated internal bureaucratic processes, because normally the decision makers and layers of the organization are very few. Groups of employees also are not too large, so training can be accomplished in very short periods of time. The important point here is for small aviation departments to take advantage of ready-to-use materials (such as the FSF ALAR Tool Kit) that will not require lots of time and resources, and will enable them to start utilizing the materials right away. With this in mind, I will conclude by saying that I believe that "you don't need to have a big flight operation, to have a great one!"
