In order to maintain the river a healthy life, firstly we must resume the healthy life of the river gradually. Keep the lower Yellow River no zero — flow happening is not only one of the main short - term objectives but also the base of maintaining a healthy life of the river. Although in the latest 5 years we have realized no zero — flow in the downstream river channel, but it s just a primary stage, and can t guarantee no zero- flow in the future forever. To achieve the goal we have the following things to do ① to make laws to manage and allocate the water resources integrally; ② to manage and allocate the different kind of water resources in the Yellow River basin area, including water diverting from South to North, Yellow River water and local water rationally; ③ to set a reasonable water price and promote water saving; ④ to control the polluted water discharge and protect the water resources on law; ⑤ to adjust the industry structure; ⑥ to study rain water utilization and water diversion methods; ⑦ to study the water diversion method to increase the water resources of the river and ensure the Yellow River no zero - flow.
