Rapid remediation of petroleum contaminated soil and groundwater at a gasoline station in Duval County, Florida was needed for real estate negotiations. All of the remediation technologies for soil and groundwater, listed by the Florida Department of Environmental Protection’s (FDEP’s) Bureau of Petroleum Storage Systems (BPSS) were evaluated. Advanced Environmental Technologies, LLC (AET) needed a remediation technique that could potentially reduce soil and groundwater contaminants to the BPSS’s Cleanup Target Level (CTLs) criteria within 60 to 90 days. Soil and groundwater contaminants had impacted a small area on the site owner’s property and areas beneath an adjacent sidewalk and highway where underground fiber optic, water, and storm sewer utilities exist. A remedial strategy had to be selected which would assure that these utilities would be protected from physical and corrosive damage during any remediation process. One chemical/biologic enhancement process (BIOX?) was found on FDEP’s website that could rapidly reduce/oxidize petroleum contaminants (BTEX, MTBE and PAHs), but would not adversely effect utilities or roadway structures, and could enhance biologic degradation of residual contaminants. The BIOX? Process also already had an FDEP Underground Injection Control (UIC) variance for use at petroleum sites in Florida. Time and costs limitations eliminated consideration of other conventional and innovative technologies. Post injection soil and groundwater analytical results confirm that soil contaminants were reduced below the FDEP’s CTLs and that dissolved groundwater contaminants were reduced below the FDEP’s Natural Attenuation default CTLs rapidly. An environment rich in organic material and dissolved oxygen with a neutral pH was present (well suited for biologic reduction) following the injection process. Data from the first BIOX? treatment in Florida was used to gain approval to inject BIOX? reagent at a three sites and proposed use by AET at several other petroleum sites across north Florida.
