First, the paper introduces the decision of the Central Committee to develop Dalian into a major international shipping center of northeast Asia, and points out that the promotion of free trade policy, which is prevalent abroad, is an indispensable method for Dalian to achieve the target Secondly, after an introduction of the definition and basic characteristics of Free Trade Zone, the paper analyses the necessity and instancy for Dalian to establish Free Trade Zone. As pointed out in the paper, Dalian also possesses of the basic conditions to establish Free Trade Zone. Then it designs the function patterns for Dalian Free Trade Port Zone, which are "inside frontier but outside customs under moderate opening, integrative and harmonious development between the port and the zone, supplied with synthetic services dominated by logistics and managed by local government and legislate by national government". At last, the paper gives some practical advices on the construction of Dalian Free Trade Zone.
