A major U.S. pharmaceutical manufacturer has recently put in service a Fluid Bed Combustor (FBC) designed to treat hazardous waste liquids and wastewater treatment sludge. Under the Hazardous Waste Combustor MACT standards, a large number of process and regulatory constraints are placed on the operation of this incinerator. This paper describes the FBC combustion system components and feed management system, and illustrates how the MACT regulatory constraints and the process constraints are handled through the use of a Feed Management Computer Program developed to optimize the management of the waste feeds to the fluidized bed combustor. This computer program proved to be invaluable when used to optimize the incineration conditions during the MACT Comprehensive Performance Test carried out on the incinerator.
