How Much Blast Protection Do Seismic Provisions Provide?

Consideration of blast type loading is becoming a more prevalent issue in the design of non-military buildings. One suggestion to mitigate the structural damage caused by an exterior bomb is to use a perimeter reinforced concrete frame that is detailed using the provisions for a frame in a region of high seismicity. The intent of this paper is to show that while these detailing requirements do provide more ductility and strength, there is no guarantee that using these provisions will provide enough additional strength to prevent a progressive collapse.
