摘要

This paper presents a new non-Euler based public (open) key encryption system concept now being implemented. The system is based on perfect cipher work done by C. L. Shannon. Key concepts in the system are in the process of being patented. The system as presented in this paper for digital signature authentication, is based on large amounts of random noise data being produced by the user and compressed and processed in random matrices. Optionally, e-Arbitration (Alternate Dispute Resolution) may be included in the system, whereby repudiation disputes are resolved between an encryption transmitter and a decryption receiver, either immediately or after some time has elapsed.
