MGP SITE REDEVELOPMENT IN CEDAR RAPIDS, IOWA A CITY'S REDEVELOPMENT PLAN AND MIDAMERICAN ENERGY COMPANY'S FAST PACED REMOVAL ACTION IMPROVE THE DOWNTOWN RIVER FRONT AREA
Cedar Rapids, Iowa is involved in renewal of the downtown riverfront area. In August 1998, the city found contamination from a dismantled, aboveground gasholder in one of the areas being developed for a "park and ride" lot. Since MidAmerican Energy Company (MEC) was planning a removal action for company owned property; MEC worked with the city's development group and the Iowa Department of Natural Resources (IDNR) to expand the planned removal action. MEC conducted the removal action and left the entire site in a condition that anticipated the city's future use of the property and MEC's current use of the property. This approach provided lower cost to MEC and saved the city money on the future work planned. Lastly, by working together the removal action did not delay the completion date for the park and ride project. The removal action was conducted from December 1998 to April 1999. The contaminated soil was consolidated in the area of contamination to allow for transportation and for the soil to be acceptable feedstock for the thermal desorption unit (TDU). All the soil that was excavated was returned to the site after treatment and used as fill.
