Access to the RF spectrum is vtal for communications navigation, and surveillance in the civil aviation industry. The industry currently utilizes various frequency bands between 10 KHz and 25 GHz to support these f unctions. In todays environment however there is ever increasing competition between different segments of society for spectrum access. Furthermore competition is arising just when the industry hopes to increase both safety and economic performance through improved CNS performance. The challenge facing the aviation industry is to implement this next generation of improved and far more spectrallyy efficient CNS systems. This paper addresses the techniques that will achieve this needed spectral efficiency as well as the approaches by which the industry can transition to these new systems.
