Remediation of hazardous effluent emitted from beneath newly constructed road systems and clogging of underdrain systems

The Indiana Department of Transport used #53 recycled concrete for construction and repair of sections of I-70, I-65 and I-465. Effuents from beneath these sections were found to have a pH as high as 12 which is beyond the allowable limits. In addition, precipitates forming the the effluent were clogging some of the screens and water was backing up. It is also possible that similar scales are forming in the underdrain filter cloth and clogging the drains.
