Inter-cell interference (ICI) is one of the most important problems facing the planning of cellular networks which depends on Orthogonal Frequency-Division Multiple Access (OFDMA). Mainly, it affects the throughput performance of the cellular system. Many schemes are adopted to mitigate ICI. This paper deals with the co-channel interference (CCI) coordination and avoidance method defined as Fractional Frequency Reuse (FFR) with three power levels. As a result, we present the obtained normalized capacity densities of the cells and their regions. In order to make our study more realistic, three different cases of user distribution inside the cells are considered. Two of them are non-uniform user distributions which are compared with the performance of the default uniform distribution. The correlation between the overall capacity and the radius of each region is presented.
