摘要

In allusion to the severe problem faced by new construction land of China’s real estate, this paper, firstly, based on the premise of ensuring 1.8 billion mu farmland, analyzed the feasibility of using the homestead as city new construction land, and presented a concrete and operable way and policy framework for converting homestead into new construction land. Secondly, it constructed the “Quota- Transaction” mode to reflect the market trading mechanisms of the new construction land indicators. Thus, it can provide a theoretical analysis basis for realizing the market value of homestead.
