Adoption of Financing Friendly Degree Evaluation System for Urban Infrastructure Based on the Attribute Recognition Model

Establishing the financing friendly degree evaluation system, in order to ensure financing process smoothly in the construction of city infrastructure,. The attribute recognition model is introduced , the combined effects of regions financing environment, government financing environment, participants consciousness in financing process of urban infrastructure construction is quantified, the changing factors of system is found. By calculating single index attribute measure and comprehensive attribute measure of each index, confidence criterion and the rating criteria are used, the funds absorbing degree of the specific region is evaluated. The conclusions drawn from the study are as follows: (1) for most of the city financing environment is bad in domestic, the room for improvement is existed; (2) linkage relationship is existed among affecting factors.
