Information Integration Analysis of Government Finance and Procurement Management Systems

This paper proposes a requirement analysis to integrate two information systems used by the Ministry of Finance, Republic of Indonesia. The first system is the State Budget and Treasury System called as the SPAN (Sistem Perbendaharaan dan Anggaran Negara), managed by the General Directorate of Treasury. The second one is the Procurement General Plan Information System called as the SIRUP (Sistem Informasi Rencana Umum Pengadaan), managed by the Government Procurement of Goods and Services Policy Board or known as LKPP (Lembaga Kebijakan Pengadaan Barang dan Jasa Pemerintah). The two systems enable the procurement and finance management process of the national treasury. However, currently the both systems are not yet integrated, which causes much asymmetric information between the two. This study qualitatively analyses the opportunities to integrate their business processes and data flows, to overcome the current problems. Action research and thematic analysis research methods are used. The authors present the analysis results in two levels data flow diagram. Moreover, this study also analyse the opportunities for the application integration to improve the accountability and accuracy of the government financial management.
