The sonar contact integrated manoeuvre evaluation andrecommendation system is designed by formulating the locally optimal(best), next manoeuvre to provide situation assessment, tacticalreasoning, and data visualisation tools. SCIMERS is designed to performfive fundamental functions: 1) gather information from a variety ofsources and assemble them in a working database; 2) resolve and fuseuncertain, incomplete and conflicting contact information for geositcompilation; 3) reason using contact and environmental information toperform situation assessment and WHAT-IF testing; 4) generate manoeuvrerecommendations that satisfies goals ranked by the user; and 5)concisely display recommendations and all necessary, supportinginformation. SCIMERS has been developed as an at-sea decision aid, henceall functions must be performed in near real-time. This paper provides atechnical overview of the SCIMERS concept of operations as well asdescription of the functional modules
