Information services are a product of a librarys work. During the process of providing services, the labor of library employees should, correspondingly, be compensated. Formerly, China's libraries were structured such that they were operated directly by the State. Library employees were compensated by the State. Compensation provided under this system only paid employees for ordinary labor; large amounts of creative labor were effectively uncompensated. Thus, the more libraries developed, the more the financial burden of the State. And, the more library information services expanded, the more uncompensated labor was performed by library employees. If one wants to get past this difficulty, the crux of the matter is value added operations.
