CARB has set up an offset compliance program that successfully lists, registers, verifies, and issues offset compliance credits that are used for the CARB cap and trade program for compliance. CARB looked at what voluntary programs had created, and modified the protocols, and reporting systems to meet there regulatory requirements. Due to the change from the voluntary schema to regulatory, CARB allowed early action offset projects to be part of the program initially and transition to compliance projects.
