To increase workload stability and predictability for industry while ensuring a competitive environment that drives On Time Delivery (OTD) of ships within the Optimized Fleet Response Plan (OFRP) construct, it is imperative that the Navy synchronizes the efforts of the ship repair industrial base to achieve stable and predictable maintenance, as well as new construction, through effective project execution techniques, efficient change order management, reliable quality assurance, and fully auditable services. As has been demonstrated in a variety of industries to date, this can best be achieved through the coordinated use of existing and emerging technologies throughout the supply and service chain. Fortunately, today, these technologies are faster, more accessible, and more tailored than ever. As the foundation of the OFRP operational framework, the successful and reliable execution of the maintenance phase is critical to the balance of the OFRP cycle. By connecting all stakeholders in the ship repair industrial base through standardized technology, the Navy would see significant improvements in cost and schedule overruns that would ultimately improve Sailor quality of service and ensure progressive levels of employable and deployable capability.
