Improving teaching quality is the eternal theme of education, The "five-in-one" evaluating system of the Ministry of Education has raised new requirements for the teaching in universities. This article discusses construction of the "1-3-6" teaching quality assurance system in School of Communication, University of Electronic Science and Technology of China. It forms a basic quality culture of "student-centered, fully-educated", and establishes three guarantee mechanisms of "teaching quality monitoring mechanism, teaching quality evaluation and feedback mechanism, and teaching archives management mechanism" , holds onto the six major safeguard measures "reasonable structure, perfect mechanism, complete records, sufficient cases, scientific analysis, and continuous improvement" which effectively improve the quality of teaching.
