In recent years, the water resources shortage has been highly valued by the international community. Water pollution is one of the main causes of water shortage. In order to achieve the optimal governance effect, water pollution needs stakeholders' cooperation, so the stable trans-boundary water pollution control is the key to effectively alleviate the problem of water resources. In this research the authors use the KMRW reputation model of incomplete information repeated game to analyze the stability of cooperation. The results of this study suggest that in order to alleviate cooperation opportunism arising from the asymmetric information among parties involved in trans-boundary water pollution governance the active party should input proper signal display.
