Increasing Resilience by the Participatory Planning Approach

Resilience engineering is an emerging discipline to manage risks. Risks can be largely categorized as 'known,' 'known unknown,' and 'unknown unknown.' The current paper illustrates the application of resilience engineering approach towards 'know unknown' risks such as natural disaster whose occurrence is predictable and thus known. The authors present a model of resilience engineering applied among a community of coastal inhabitants of Bangladesh, a country located in south-east Asia. To increase the resilience of the said at risk community due to cyclone, participatory planning approach was adopted. The participatory planning method is a mechanism where beneficiaries become involved in the planning and implementation of the interventions that affect them. The intent of the participatory planning approach is to empower the beneficiaries so that they develop the resilience to manage risks during the likelihood of natural disaster as long as they receive support from organizations with predictive capabilities.
