摘要

The goal of this paper is to study the layout planning of the earthquake emergency shelters, thus providing decision support for the precaution and reduction of the earthquake casualty in cities. Based on the object-oriented segmentation techniques of remote sensing image and Arc GIS10.2 platform, road centerlines and living units' boundary of the study areas are extracted, so the existing shelters' layouts and transportation accessibility were analyzed and sheltered population was forecasted, finally, the method of WVD was used to divide the responsibility zone of shelters, and the bearing capacity of each responsibility zone was evaluated, the results would provide a scientific method for the future earthquake shelters layout planning. The carrying capacity in the study area of Linfen is only about 52.6%, implying the shelters are obviously not enough and most zones are overloaded, so it's urgent to add the shelters and optimize the layout.
