Under the new norm of Chinese economic and social development, the government investment scale in public construction projects is still very large. All kinds of infrastructure projects continue to be constructed. However, it is often disclosed that the decisions for public construction projects are always made unreasonable. The government-invested construction becomes one "severe disaster area" of corruption. Therefore, it is urgent to carry out in-depth study on governance issues of public construction projects. In this paper, the public construction project governance problem is divided into early-stage project governance and project implementation governance, while the former is divided into project transaction governance and corporate (internal) governance. Based on the construction processes of public projects as well as the principal-agent relationship between stakeholders, this paper establishes a logic framework for public construction project governance problem and analyzes its key and difficult point.
