the main problems about human resources of Shaanxi province are that its illiterate and partly illiterate population is more, the distributions of its human resources is unseasonable and its brain drainage is serious. The lack of proper environments for human resources has lead to these problems. To improve this situation, we must change the traditional thought of using talents and set up an advanced mechanism of using talents.
