The Agricultural water operation and management (O&M) organizations in Korea managefacilities such as reservoirs, pump stations and so on. They operate the facilities for watersupply to irrigation areas (service area). Presently, O&M are gradually increasing policycontrol over water managers. This has been happening to meaningfully address the frequentdamages from drought and localized heavy rain caused by both structural problem (e.g., lackof irrigation, drainage canal capacity and deterioration) and non-structural problem (e.g., onlydepend on the experience water management without system). This study aims to adaptSWMM (Storm Water Management Model) to the rice paddy district and added a module withthe GIS network modeling function and paddy water balance simulation function to enable theoperator to scientifi cally quantify irrigation water demands. For calibration and verifi cation ofthe model was, applied to the Sam-Hab rice paddy district and further readjusted subsequently.Application of the model resulted in a numerical map showing the attribute data of the districtthat expressed the irrigation and drainage canals as NODE, Junction as LINK and rice paddyarea as STORAGE. The developed modeling module will be able to play an important role inwater quantifi cation for O&M as a solution of non-structural problem in Korea.
