A risk-based model of transmission line de-icing outage scheduling during ice storm is proposed in this paper. The ice thickness of transmission line is calculated by an ice accretion model using meteorological forecast data. The load-strength interference model is then introduced to calculate the dynamic outage rates of lines with the ice and wind load. Accounting for the ice thickness constraints and risk of system operation, an optimization problem for transmission lines de-icing outage scheduling is proposed and the genetic algorithm is used to solve the dynamic inter programming problem. The proposed method is tested on the IEEE-RTS and the result indicates that the proposed model gives an appropriate de-icing scheme with satisfying de-icing results and lower system risk. The model will serve as an aide to better prepare for ice storms.
