The Study of Occurrence Categories and Accident-Related Events Based on the Accident Reports of the Republic of Korea

There are increasing demands for a safety management system (SMS) applicable to aviationoperations to monitor risk and prevent accidents/incidents. The concept of developingoccurrences;;which are the common taxonomies and definitions used with accidents andincidents;;is one of the main efforts currently in play to improve aviation safety. Recently;;thedefinitions of occurrences have been used to represent events related to accidents/incidents.However;;there is a lack of consideration in categorizing the events into categories such asinitiating events;;pivotal events;;and end events. In this context;;we analyzed the currentlyused occurrences category (CICTT) to determine how well these occurrences categoriesrepresent the different types of events described in Korean accident reports. This paperfocuses on initiating events;;as these are important factors when constructing an EventSequence Diagram (ESD);;creating a monitoring system;;and identifying accident risk levels.The results of this study indicate that occurrences defined by the occurrence categories(CICTT) account for approximately 52% of the initiating events in Korean accident reports.Other initiating events in the accident reports are not included within the occurrencecategories. The events excluded are those such as crew errors;;and condition-based events.Thus;;in this study we created new occurrence codes that cover all initiating events asextracted from Korean accident reports.
