Energy, environment and transport are often referred to as three different policy sectors, characterized of separate actors and goals. A number of political issues, however, do not fall within the boundaries of a single sector. In this paper, biofuels is an example of such a multi-sector issue with a complex mix of actors, interests and goals: How can policy over the boundaries between these sectors be reached? Two theoretical concepts have been used to distinguish between actors that could/could not introduce biofuels: The policy entrepreneur describe central actors that mobilize power resources to influence policy. However, policy entrepreneurs could also function as boundary walkers that influence policy by crossing the boundaries between the three sectors. This paper show how and why this was possible and analyzes the importance of crossing boundaries to reach policy change in the biofuel arena.
