Effective control of public power alienation

摘要

This paper describes the performance and hazards of public power alienation, and analyzes the root of alienation of public power generated; lastly from the angle of the reconstruction of China administrative supervision system, discussed the possibility of building an “administrative-monitoring-auditing” power controlling model.
