In the process of institutional transforming pattern and affected by the system constraints and traditional concept, there still exists a big problem in providing the electronic service capacity and level by the local governments in west China. The construction of government portal website in particular is difficult to satisfy the growing demands of the masses of the people. Through the performance-based evaluation of the government websites by EXCEL, it is considered that only by accelerating the specifications and in-depth information open can the communication channel with the social public be established and improved so as to attract the public attention and to pay much more attention to the effects of interacting exchanges. Accordingly, it is only by strengthening website design and Improving the Institute of Politics and Law deep emotion and close relation of website with the people that can the public service demands by the average citizens are satisfied.
