In this paper, we propose a new scheme of layered video coding for real-time streaming and lossless archive. The proposed layered video coding provides a delay scalability which is not supported by the conventional scalable coding methods. Motion JPEG2000 is performed as a base layer coder for real-time streaming and an inter-frame coder is used as an enhancement layer coder to enhance lossless coding performance. We consider two types of architecture for encoding the enhancement layer signal. One is an entropy-coding based architecture and the other is a Slepian-Wolf based architecture. Simulation results show that the proposed scheme gives high coding performance when the base layer signal is encoded at low-middle bit-rates.
